Is It A Civil Conspiracy?

In Illinois, civil conspiracy requires an agreement between two or more people to achieve an unlawful purpose or a lawful purpose by unlawful means, which is then followed by an overt act in furtherance of that agreement, ultimately resulting in a tort (an independent wrongful act) and injury to the plaintiff. The claim for civil conspiracy itself is not an independent tort; it relies on the success of an underlying tort, and the plaintiff must demonstrate a “meeting of the minds” on the conspiratorial objective and incur damages as a direct result. EYB’s Board Members and President have publicly admitted to involving Little League in these “threats” (aka. facts) and have multiple individuals that seem to act in ways as if they had a “meeting of the minds”.

Wonder if a civil conspiracy can turn into a criminal conspiracy? Looks like it can but would require the state to take the case on if their is enough evidence! Maybe I am wrong but you can check it out here.
